New Jersey ISRA/SRRA Characterization/Remediation of Volatile Organic Compounds in Ground Water

An earlier owner of this facility used the site for manufacturing pigment dispersions and color concentrates, dating back to 1971. After sale of the facility in 1984, it became apparent that its operations caused impacts to ground water through discharge of solvents into a septic system. Penn E&R began a series of sampling and remediation activities in 1999 that demonstrated total volatile organic concentrations (VOCs) exceeded 60,000 ug/L (ppb) near the septic system source. Penn E&R worked with the client to assist them through the New Jersey Department of Environmental Protection (NJDEP) Industrial Site Recovery Act program. Today, Penn E&R continues to assist the client via a Licensed Site Remediation Professional (LSRP) to ensure that all regulatory and mandatory timeframes are met for remediation and reporting with the end goal being the issuance of a Response Action Outcome for the site.

Penn E&R designed, permitted, installed and operated a two-phase vacuum extraction system (TPVE) to remove VOCs from the site. Penn E&R then completed three rounds of ground water sampling, which indicated VOC concentrations had decreased in the source well extraction area. The pilot study recorded that 240.2 lbs of VOCs were removed from 48,623 gallons over a test period.

Today, the TPVE system continues to operate in conjunction with other ground water extraction wells. Ground water monitoring is conducted multiple times a year from the monitoring well network which includes on-site and off-site wells. Based on these ground water results, Penn E&R is working with NJDEP through our LSRP to continue to remediate the site.
