Some areas across the project site required access via airboat to complete necessary survey and stakeout services.

A leading electric utility company contracted Penn E&R to provide engineering design, permitting and construction services for a transmission line project in southwestern New Jersey.

Penn E&R first completed a walkdown of the project site.  It was determined a Soil Erosion and Sediment (E&S) Control Plan and 5G3 Construction Stormwater General Permit were required for this project through the New Jersey Department of Environmental Protection.  Our engineering team designed a combination of Best Management Practices (BMPs) and, following plan approval by regulatory agencies, an application for the 5G3 NJPDES General Permit was submitted and approval secured.

Penn E&R’s construction team was subsequently contracted to provide survey, stakeout and construction services, some of which required site access via airboat.  Penn E&R developed a site-specific Health and Safety Plan and completed the following tasks:

  • Soil boring location stakeout, including location staking for geotechnical drilling
  • Construction survey and stakeout, including delineation of property and right-of-way boundaries
  • Right-of-way matting installation
  • Installation of E&S BMPs, including silt fencing, rock construction entrance (RCE), etc.

Upon completion of the transmission line construction and with proper notification from the client, Penn E&R will complete site restoration services.  The silt fencing and RCE will be removed and properly disposed of, approximately 17,000 square feet of disturbed soils will be restored, and the area will be leveled, cleaned up and seeded as per approved E&S plans.
